By-laws

The by-laws of UWAnime must be followed by the committee and can only be changed by a motion put at a committee meeting. The by-laws are subject to the Constitution.

  1. Schedule of Fees
    1. The fees for membership in the UWA Anime Club shall be due and payable prior to or at the beginning of the period that membership shall be granted for.
    2. Ordinary Membership may be obtained for one academic year:
      1. The fee for Annual Membership shall be 7 Australian Dollars.
    3. Guild members shall receive a membership discount of 2 Australian Dollars.
    4. Associate Members are required to show proof of membership in an organisation which has been granted Corporate Membership of the UWA Anime Club.
      1. Associate Members are permitted to obtain Ordinary Membership.
    5. There shall be no membership fees for Honorary Life Members.
    6. The UWA Anime Club shall not charge attendance fees for screenings, except at screenings which the UWA Anime Club or an organisation with which the UWA Anime Club is collaborating supplies food, drink and/or prizes
      1. This provision does not prevent the UWA Anime Club from charging attendance fees for events other than screenings
      2. If attendance fees are charged, the fees shall be at the discretion of the Committee and may vary depending on a person’s membership status
  2. Finances
    1. The articles in this section shall apply to all banking accounts opened by the UWA Anime Club, subject to the Constitution of the UWA Anime Club and the Societies Council Rules.
    2. The President, Vice President, Secretary and Treasurer shall all be signatories and shall be the only signatories.
    3. The President, Vice President, Secretary and Treasurer shall all have access to all online banking and shall be the only people with access to online banking.
    4. Any card, whether debit or credit, shall be in the name of the Treasurer.
    5. Funds shall only be transferred to another banking account with the approval of two signatories.
    6. A signatory must not initiate or approve a transfer to any banking account that is controlled by:
      1. the signatory;
      2. a close relative of the signatory;
      3. an intimate partner of the signatory; or
      4. a company, trust, or other legal entity over which the signatory, a close relative of the signatory or intimate partner or the signatory has control.
    7. Subject to article 2.6, it shall be the responsibility of the Treasurer to initiate all transfers to other banking accounts, whether for the purpose of reimbursing an individual, making a payment or any other purpose.
    8. If either article 2.6 or 2.7 will, in the opinion of at least three signatories or a majority of the committee, cause undue delay in a transfer being made, one or both of those provisions shall not apply for that transfer.
    9. If it is necessary in the opinion of a majority of the committee to avoid undue delays in transfer being made, the committee may declare a period of disruption for either article 2.6 or 2.7 or both articles, during which the article(s) shall not apply.

    1. The UWA Anime Club has one current Honorary Life Member.

      2. The Japanese Studies Society of UWA (JSS)

Guidelines

The guidelines of UWAnime are recommendations for how the committee should run the club. They should be followed, but are not binding. The guidelines are subject to the Constitution and by-laws.

  1. Anime for Screenings and the Clubroom TV
  1. Rules for the Clubroom TV
  1. Anime may only be watched via officially licensed means, such as: Crunchyroll, HIDIVE, Funimation, Netflix, DVD/Blu-Ray etc.
  2. Once you’ve watched 3 episodes, ask if anybody would like to watch something else.
    1. Episodes are considered to be approximately 20 minutes in length. For anime with shorter or longer episodes the person watching must ask after the equivalent of three episodes.
  3. Anime takes priority over all other forms of media. Streaming services are not to be used for live action.
  4. NSFW, gorey, or otherwise offensive content may not be played.
  1. Rules for Screenings
  1. Only anime acquired by legal means may be screened.
  2. Anime with excessive gore and/or sexual references, imagery and/or content may not be screened.
  1. Meetings
  1. Formal Meetings
  1. The committee should meet at least once a month at a pre-determined place and time.
  2. Minutes must be taken at these meetings. The Club Secretary is responsible for taking the minutes and posting them to the Discord server, website, and committee members.
  3. Each sub-committee should give a brief status report. This is the opportunity to bring up any outstanding issues and initiate discussion of possible solutions.
  4. Attendance is compulsory. Apologies may be given on reasonable grounds.
  5. Such meetings should be used for proposals to changes in the by-laws or Constitution, or any matter that pertains to the way the club is structured, run or activities it presents.
  6. A quorum is necessary for any decisions to be passed.
  1. Informal Meetings
  1. Such meetings may take place using cyberspace or in real life.
  2. Arrange a pre-determined time where as many as possible can be present.
  3. While there is no need for all members to be present, any decisions or suggestions made must be ratified by the entire committee following the procedure set out in 2.1.6.
  1. Duty of care in venues
  1. All office bearers and ordinary committee members present at any event run by the UWA Anime Club is responsible for the maintenance of the venue in a fit and proper condition as specified in any university booking agreement.
  2. All office bearers and ordinary committee members have the power to eject anyone who is unruly and disruptive, and who is preventing the general enjoyment of the event.
  3. Ensure that there is no neglect of all possible safety measures.
  1. Modifying Clubroom Computer Content
  1. Only office bearers and ordinary committee members are permitted to modify the contents of the Clubroom Computer. This includes but is not limited to Anime series and programs. Members of the Club must have permission from at least one committee member to alter the contents of the Clubroom Computer.
  1. Manga, DVD, and Blu Ray Library Borrowing and Usage
  1. Manga, DVDs, and Blu Rays may only be accessed by financial members of the club.
  2. Borrowing of Manga, DVDs and Blu Rays in the Clubroom is allowed, provided contact details are given to a committee member and the following deposits are paid in full:
    1. Each individual manga book or magazine requires a deposit of 5 Australian Dollars.
    2. Each individual DVD requires a deposit of 10 Australian Dollars.
    3. Each individual Blu Ray Disc requires a deposit of 10 Australian Dollars.
    4. The deposit amount during week 1 of each semester shall be twice the regular amount.
  3. The deposit is to be refunded upon the return of borrowed items in good condition.
  1. Discord Usage
  1. Members of the Discord server are required to abide by Discord Terms of Service and the server rules when participating in the server. The server rules are as follows:
    1. Be courteous and respectful to everyone, even if you don’t agree with their views. Bullying is not tolerated.
      1. This rule is justified as follows: UWAnime is a space where everyone should be able to interact without fear of being mocked
    2. Try to keep discussions in their respective channels.
      1. This rule is justified as follows: Makes it easier for everyone to use the server. Don’t forget to keep your memes in the #dumpster
    3. Political memes/posts are not allowed. Including Guild Politics.
      1. This rule is justified as follows: Steer clear from serious, divisive or otherwise contentious topics — UWAnime is not a debate club
    4. No NSFW content of any kind is allowed.
      1. This rule is justified as follows: If it is not appropriate to be talked about / shown in a university setting, it is not appropriate for the server
    5. Keep spoilers from anime less than a year old to #spoilers and use `||spoiler tags||`. When using a spoiler tag, include in the message what series the spoiler is for.
      1. This rule is justified as follows: So everyone can enjoy watching and discussing anime without worrying about spoilers
    6. Do not impersonate anyone within or out of this group.
      1. This rule is justified as follows: Don’t cause trouble by trying to stir up drama
    7. Do not use slurs/discriminatory language.
      1. This rule is justified as follows: Bigotry is not welcome in UWAnime. This includes memes and banter
    8. Do not spam messages or pings.
      1. This rule is justified as follows: Drowning out conversations and mass pings are a nuisance to everyone
    9. Check with committee before advertising anything.
      1. This rule is justified as follows: (re)selling merch is allowed, but please check with committee before advertising events, servers etc.
    10. Respect people’s privacy by not prodding into their personal lives.
      1. This rule is justified as follows: UWAnime is not a space to hit on, flirt with or pick up other members
  2. The Committee must uphold and enforce the rules of the server according to the following practice:
    1. If someone breaks a rule, delete the message, ping them and remind them of which rule they broke and why their post broke the rule
    2. If you are at all unsure if something breaks a rule, take a screenshot, and send it to the rest of committee. Until a verdict has been reached, do not post under the message in question.
    3. Once three other ordinary committee members or an office bearer agree the message should be removed, the post is to be removed.
    4. If there is confusion about how the rules are to be enforces, contact an officer bearer.
    5. Only officer bearers are to directly message members, give official warnings and kick or ban members.
    6. If a conversation looks as though it may be heading to breaking a rule, ask the members to move to a different topic of conversation or move the conversation along yourself.
  1. Clubroom Usage
  1. All duties listed in Article 3 apply to the UWA Anime Clubroom.
  2. Anyone may purchase food or drink from the UWA Anime Club by cash or bank transfer.
    1. Cash payments must be sighted by a committee member and paid in full. Any change must be given by a member of the committee. 
    2. Square Reader payments shall have a 2% surcharge and must be verified by a committee member. 
    3. Payments via bank transfer must be sent to a banking account owned by the UWA Anime Club and a committee member must verify that the payment has been sent to the correct account.
  3. A member of the committee must always be present in the Clubroom. If a committee member must leave the Clubroom, and there are no other committee members available to supervise, ordinary members are to be ejected and the room locked.
    1. If any possessions of an ordinary member remain, and they are unable to retrieved them, their possessions are to be left inside the Clubroom unless the individual in question has made a prior arrangement with a committee member. A notice must be posted on the door with the contact details of the committee member who locked the Clubroom.
    2. If an ex-committee member of good standing within the club can supervise the room, the committee member may allow that member to supervise the room. Until a current committee member comes to the clubroom, purchases may not be made, and the ex-committee member must remain in the clubroom or close and lock the room if they are unable to do so.
  4. It is the duty of committee members to ensure that food and drink remain stocked, and the bins are emptied as required.
  5. It is the duty of the committee member opening the Clubroom to vacuum the floor and wipe down the tables in the morning.
  6. The clubroom rules are as follows:
    1. Be courteous and respectful to everyone, even if you don’t agree with their views. Bullying is not tolerated.
    2. Respect people’s personal space.
    3. Do not hit on, flirt with or pick up other members.
    4. Political, argumentative, sexual and off-putting discussions are not allowed (this includes Guild Politics).
    5. Do not use slurs or discriminatory language.
    6. Respect the clubroom and don’t make a mess. Be sure to clean up after yourself.
    7. Talk to a committee member before taking anything from a drawer, cupboard shelf or the fridge.
    8. Do not be too loud. Noise levels are to be low enough as to not disturb others in the clubroom, including those watching anime.
    9. Respect the neighbouring clubs.
  7. The clubroom tables rules are as follows:
    1. Don’t take up too much space on the table.
    2. Clean up after yourself, especially after eating.
    3. Committee may move belongings if left unattended for 15+ minutes.
    4. Keep noise from games/videos muted or use headphones.
